About the Vermont Interagency Coordinating Council (VICC)

Council Mission

The Interagency Coordinating Council (ICC) is a federally required council charged with meeting to advise the State of Vermont around programs relating to children and families with disabilities, an act known as Individuals with Disabilities Education Act (IDEA) Part C.  In 2008, Vermont became unique in its approach to the ICC, as it began to use this group to advise and assist program practices and decisions for all of Vermont's Children's Integrated Services programs, in addition to Part C Early Intervention. VICC is made up of parents and caregivers of children receiving Children's Integrated Services (CIS), as well as representatives from legislature, Medicaid, Head Start, community providers and many more that have a desire to improve services for Vermont families. 2020-2021 Council Priorities:  Each September the council sets its priority areas for the year.

  • Increasing parent and caregiver voice on the council and support family networking at the regional and state level
  • Reviewing and updating the State Systemic Improvement Plan to best support the CIS system and the needs of children and families
  • Responding to and navigating current public health crises (including, but not limited to: COVID19, Systemic Racism, Opioid Misuse)
  • Receiving and interpreting data to advise and assist CIS

Meeting Structure: Our council generally meets twice a month for approximately 1.5 hrs.  All meetings are free, open to the public and currently being held virtually. Parents and caregivers are compensated for time engaging in council activities.  Please email hilary.watson@vermont.gov  or text 802-760-9416 to learn how you can get involved as a member or a guest. In addition to attending council meetings, there are lots of ways sharing your experience can help improve the CIS system.
